Carbon Neutral Living On A Massive Scale

World Architecture News reports (via Engadget) that there's a concept to build a massive, carbon neutral housing project in Dubai:

The 2.3-square kilometer building would be able to house over 1 million people and be "almost totally self-sufficient energy-wise.

A perfect place for vertical gardens! I wonder if they are self-sufficient for food and water too? That would be impressive.
