Alternates to Straw mulch

We have a decent sized vegetable garden (30' x 60') and have always mulched heavily with oat straw. Love it - keeps weeds down, keeps plants clean, improves soil texture over time. Usually we use about 20 bales each year. But, in the rural area we live in, oat straw is getting very hard to find especially in normal (not huge round) bales. I know I can get straw in a larger city but I hate to drive a long distance to a big town to get something as basic as straw.

Does anyone have any suggestions for economical alternates to straw? I was considering growing some sort of grass and cutting it to lay around the garden but what?

I live in southwestern Wisconsin.
