when to compost?

Hi, everyone. i live in the NC mountains where a brief interlude of warm weather has sparked the urge to get out and clear my beds for the season, but i know it is still too early. anyone have any idea when would be a good time to scrape the winter leaves, spread compost, and replace the leaves as kind of a soil boost before planting?

I'm in Sunny Southern California, so I don't know for sure, but here's a guide to composting form this site which I wrote.

its best to Spread compost 2 weeks in early spring
when you are done with spring planting , you can apply 1-2inch of mulch around the crops. this will prevent weed growth.
