Will ivy or clematis start growing with no sun?

We have a wood fence surrounding our pool. Between the pool deck and the fence is a 2 foot drop about 9 inches wide (I believe there are pipes down there but no one knows for what). I would love to hide this fence and am wondering if I planted something like ivy or clematis, would the plant start to grow even though it wouldn't be getting much (or maybe any) sun? It's not a good spot for planters on the deck (diving board) but I desperately want to do something to make it more attractive.
