The spirit of organic gardening is more about being tuned into your patch of soil: what plants will thrive, what environment will help your soil be more productive. Fertiliing My Veggies

I need a good fertilizer for mainly my corn but I want to stay organic. Does anyone have any good ideas of what I could use?

How about a soup made from nettles? (Liquid fertilizer...)

I guess you could do it either way, but I would apply the fertilizer first, and plant after a couple of days. First, I would work the soil and turn it under. Then add the fertilizer and work it into the soil. Then I'd water it at least twice, and then set the plants into the ground. This would insure that the fertilizer had a chance to work itself into the soil. Watering the soil will help spread the fertilizer and pull it down into the ground a bit through leeching action. That way, once the plants are set, the roots can immediately begin to enjoy the benefits of the fertilizer immediately being available to feed the young roots.
Since the first couple of days are important to a transplanted plant, having the soil prepared provides the most favorable environment to the vegetables to have a good start.
